You're going to want to get the right tools for this, well, one has to be right. You need to find a wrench that fits good around the bottom bolt above the headset, like 36mm I think, and then a wide grab plier type thing. Just hold the thin wrench and move the top bolt counter clockwise, move up the bottom bolt like half a turn counter clockwise. Tighten the top bolt onto the bottom one without moving the bottom one. Half turn is probably wrong, but just try to get it to spin good enough for you but not super loose. Having these loose is a good time to just take it all apart and reinforce the fork, it helps a lot.
