Bearing Rings PLEASE HELP

How do i put headset bearings on like which way, (Facedown, Face up), Do i need a plastic washer on top of the top headset bearing. Please help me.

my opinion: no cage at all, and an extra ball, alot better

does the bottom one go face down and meat the plastic cage. and the top goes face down also?

the top one gose with them face down, and the bottom one gose face up
