Try putting a spacer between the wheel and fork.

I had this problem with my V-Max forks, it's nothing to do with the fork, you just need a longer axle. If you take a look at the axle, I guarantee that one of the sides will not be central in the axle hole. You simply need an axle where the long bit goes through both of the built in spacers.

It's obviously not... that isn't the fork I guarantee it.
