Well the fork looks like rusting so that should be cleaned and clearcoated but the only part on bars that may be painted, should be the chromoly crossbar, but that's so little part to paint because it's not a good idea to paint the part of the tube which goes inside the stem + paint under the grips doesn't show up. All other parts including the stem are made out of aluminium and aluminium doesn't rust.

i cant really see any flaws. i mean im sure everything as far as fabrication and strength andrews taken into consideration so im sure its pretty perfect.

so sr forks and buffs dont rust except for the crossbar on the buffs?

You got it all wrong, because SR forks are made out of mild steel, which rusts.
Crossbar will eventually start rusting too.
