Blunt wheel wiggles Help!

I have a Blunt wheel and i have tape in the bearing slot and it is still wiggly. My Phoenix deck back axle is tight and it is only been used like 6 times since i got it brand new so it can't be ovalised. Why is this happening and what can I do to fix it?

Lol but I just got it brand new at the sbw scoot shop. How can it be ovalised it was like this when i bought it?
