Go to a bike shop and see if they have anything. If they don't have anything in stock, they will usually be able to order one in for you, in which case you could just pick it up there probably within a week.

You will also need a compression system. ICS is the cheapest type of thread-less compression (assuming you don't have any over-sized bars). Here is an example: http://www.luckyscoot.com/compression/ics-kit/

I don't know if thats the cheapest place to get it, but you can do that research.
