compressing videos in premier but still keeping the quality

hey does anybody know how to compress videos in premier to like 1 mb but the wuality is still like raw footage? andrew brabank did this and i was wondering if anybody knew how?

which version? cuz in premiere elements, the best compression (i've found) while retaining good quality and being able to play back in quicktime and windows media player is go to export (one of the tabs) and select MPEG and select NTSC VCD

Auctually google is, and you can get a fast http download of a trial, then look for mr browns crack
