Compression help!

Ok so I got a french Id fork, cane creak s3 sealed headset and rads. Ok I tighten up the compression bolt and it really doesnt tighten the headset that much. And when it is tight it barrely spins and comes loose in 5 min. I've tried tight lock. That stuff screws up the bolt. Help.

i hear if you tap in in on one side so its a lil crooked, it doesnt come loose?

I made it crooked still doesnt get tight??
