Compression kit for threaded forks?

So i let this kid have a go on my scoot and he commented on how loose my threadless headset was and his was so dialed and i asked him how he did it and he said he used a compression kit with threaded forks? he said it was a starnut in your bars and a long bolt that goes through your fork and into the strnut then you tigfhten it up then tighten your clamp,true? and which compression type is this?
 
Ics which is probably the worst compression in my oppion and if you have a threadless headset you might as well get threadless forks and a compression becasue threadless forks are alot stronger and with thrreaded forks just tighten the locknut dont go and buy a Ics

Threaded IS A COMPRESSION. It's not like when you have a threaded setup you don't have compression, the locknut compresses the headset. It's called THREADED COMPRESSION.

I understand but my locknut on my threadless headset is constantly coming lose after a few bar spins,so my friend reccomended i get a compression kit?

I got myself banned.
put your bars as low as you can maybe hit them down if you have to then tighten your clamp a little bit then push it all the way down as far as possible then tighten it all up and you should be good.
