Convert 60fps NTSC to 25fps PAL

I'm not too sure that many people could help me with this but if you can I would really appreciate it. :)

I'm looking to send a video into Australia's funniest home videos but I would like to send the file so that they don't have trouble with the frame rate. It says that they will try to deal with any format they are sent but I'd rather send the file so it is already in the correct form.

Anyone know how I can do this?

In case if you have vegas, put your clip on the timeline, right click on the clip on the timeline and click properties. In the properties window you should select "disable resample". Make sure your project properties and rendering settings include 25 or 50 fps settings. If your footage is interlaced, then you should select deinterlacing method as well in the project properties (i recommend "interpolate fields") and after choosing that you should set the deinterlacing method in rendering settings for "none/progressive".
