Custom Scooter Painting Application

Can someone with computer skills make one? I understand it probably wouldn't have its own domain but couldn't it be tacked on to another site like SR?

I'm talking about an application that displayed a scooter where you could choose to paint each individual part whatever you liked to test different color schemes. An application like one of the many that already exist for bmx bikes such as:
