No, 3 red lights is the red ring of death, general hardware failure. The four rings is when your av cable needs to be plugged in. I would try to unplug everything and just let your console sit, if that doesn't work, you might need to request a repair.

Take the cords out, POWER IT DOWN.
LEAVE THE FUCKER ALONE FOR about 2-3 hours
make sure it's well ventilated.

Theres some method about closing off all the vent on the xbox with towels so it over heats and works or something, google it. And there is also a very crazy ass method to fix it yourself, you have to take the xbox apart and do some stuff.
