what kind? two steel plates on each side? because my idea is to make a deck that doesnt need to be reinforced lol. so Im thinking the deck plate out of steel, and the square tubing under it out of aluminum.

why make a break, you can just use razor brakes.
and if you weld the headtube into the deck wont that mean you will have a lowe headtube?

low head tubes are better, makes the deck more balanced out, i cant ride with my back higher than my front

Sweet idea. For the brake maybe take some layers of sheet metal and bend it over a mould or something. Maybe just a brake glued in place with some things to make space over the top. Then put like reinforcements on the sides of it to keep it from bending. I don't know how to explain it that well. Maybe if I get around to it I'll sketchup it. And just a side note. Desing is actually spelt design.

Razor brakes are stamped, blade brakes are cast. Either way you need dies and molds.

just a little lower. like barely an inch. no big deal.

heres is what the deck will look like without the two foldy plates and the brake:

so no logan, I dont think reinforcements would be needed. just like that would hold great. Im just not sure about the amount of bolts needed to hold the square tubes with the plate...

my idea is to make a good enough deck so that reinforcements are not needed. and I dont really get your brake thingy idea...

now I need to know how many bolts I should put to hold the plate with the square tubing. fist, I was thinking to put many of them all along, but I think one or two at each end and one in the middle would do just the same with less drilling/bolting trouble.

for the brake, get a pipe that's the same diameter as the razor brake, bend it using a pipe bender, then cut it in half lengthwise using some kinda saw (jigsaw? hacksaw would be hard...) then drill a hole in one end and add a spring of some sorts and a bolt and voila. Or if you don't want to spend money on getting a pipe bender if you don't already have one, then use an angled pipe fitting that's roughly the same diameter as a razor brake and cut that in half, etc, etc.
