You don't know what you're talking about. The kid with the problem is riding an A2. The headtube is thin and has lots of give in it. It is NOT like a B model, Pro Model, or Ultra Pro Model. This is completely different. Once one of the A models gets that way it's not cost effective whatsoever to try and fix it. Buy a new one for 25 dollars, or wait it out until you can purchase a pro model.
