Does phoenix standard come with headset?

does the phoenix standard deck come with the headset? i kno it comes with brake just not sure about headset, im getting mine from hello skater, and does anyone know a site with a cheaper price for one(under 160$) also if u know how much shipping is in hello skater could u lemme kno, ty.
