Not nesessarily.
I would almost guarantee that those are just leftover 4"x19" decks that they can't sell (or selling very slowly). Proto has had a surplus of 4"x19" from day one....everybody bought up the 4.5" and 5" models right away and they have been sitting on these small decks for too long and need to unload them. So they give them a fresh new look with some anodizing and drop the price in hopes that they sell quicker.
I imagine Proto is trying to get rid of the old decks to make way for something new...?
