wait... i just realized something. i would think that there might be a problem with this. since the shim and clamp are fully welded together, wouldnt you think there might be some uneven compression in the bars or on the fork? like you could tighten it and the shim would be on the forktube but you could probably pull the bars off still. or have the bars tight and still spin on the forktube

The bars go over the shim, and under the clamp. The shim and the clamp are welded together. That kid is most likely right, it will keep the whole system from tightening evenly, but it is just to make it more simple. I would just stick to the standard HIC shim.

the bottom of the shim is welded to the bottom of the clamp. Regular HIC bars slide over the shim and are clamped on as usual.
Fairly smart.

I still really dont see how the shim could ever get stuck in your bars with the compression cap holding it down.
