dont focus on pulling up the bars so much but lean over and flick the deck as hard as you can then just keep your feet together

it really is all about the comitting.

for any kind of fingerwhip also another key is to get your hand back on the bar asap so that the rotation can finish.

so basically you are jumping as HIGH as possible, hitting then getting your hand back on the bar as quick as you can, then hanging in the air (just really thinking you can do it *comitting*) while it finishes rotating.

if your're close flat but can't wuite get it do it off a piece of plywood on a 2x4.. its almost flat but will give you the confidence you need cause technically doing it off a ramp. THEN take it to the flatttts...
