Please read this ---> http://www.andrewbroussard.com/e107_plugins/forum/forum_viewtopic.php?159532

It might be a wall of text but it's still detailed text that describes how does the compression system works and how can you install it.

Starnut is a piece that goes into the bars by pounding it in, it goes in only one way so it cannot come out easy. Starnut has threads inside, so the long bolt gets rolled into it and pulls the fork and bars together to tighten your headset up. This is all a replacement for regular stock forks that have threads outside and the big nut, which is stupid.

Any questions?

You can use wee bars on both threaded and threadless forks. But since you would be using Parkinson's, then you don't have to install a starnut when ever you will switch your fork to a threadless one.
