there is no other option than to buy a 1 1/4" starnut. And you could use an old topcap as a cap, but you'll have to grind it down.

if you weld in a tapped piece of chromoly into the bars, that could work. but it is highly unsuggested. but it is an option

too much of a hassle, and if the threads strip you're fucked. Easiest is a starnut, if that strips you can pound it further in to your bars and put a new one in.
