Same thing happened to my headset. Get a plastic washer for the top of your fork and your headset'll go back to normal.

Get a pipe that fits around your fork but sits atop the race (preferably plastic like pbc) and smack it and it should slide right on.

also fid compression blows the major dee, get blue thread lock is all I can say :/
 
To get the ring down, just put on the wheel and tight the compression as good as you can. Jump a few times and then the ring will get whole the way down. Then tight the compression again. wolla.
About the out falling compression, then I hope you got the right size of starnut.

The problem with the one that is to big is, that when you tight the compression, the starnut will slide out.
I hope you can see the differents of the two starnuts. If you got the one that was too big, then you have to swagger it up into the bars and get a new one. If you're lucky, you can get it out

We already tried hitting it down with the wheel on. It will not go down at all.

It's whole compression that is coming down. It's just the screw that keeps getting loose. The compression stays in the bars just fine.

I don't see what a plastic washer would do??

and we already tried that with the pipe haha.

i just had the same problem on my friends french id fork with the bearing race. i lightly sanded the lip so it would slide down and it went on perfectly and it was still snug
