fsa pig sealed headset question

on the bottom cap theres a silver ring do i put that on when i put the bottom cap on my scooter also do i use the star nut thing for anything

if you want to you can change the ring but i dont think its totally neccessary, id did it though. and you dont need the compression star nut thingy or whatever.
