This song and video is not a joke or anything, so it's serious. This kind of music is called Disco polo, it comes from the early 90's, when the folk artists that used to play at weddings etc started using cheap synthesizers instead of their normal instruments. While it's clear that this kind of music has very low artistic value and it's widely considered primitive and stupid, it's actually enjoyable if you're on a party or something, especially if you've drunk a gallon of vodka, haha.
