headset not moving

so i tightened the locknut to my district headset (i'm running a threaded fork) and my headset just kinda stopped spinning. i'm not sure how to oil it because it's sealed and if i loosen the locknut, my fork wobbles like crazy. any suggestions to how i could fix this?

take the bearings out , then clean them with a old rag , once you have dont that , greese them up , , the more , the smother and faster , hope this helped ,

nevermind it fixed it. my bearing race wasn't on properly
