cups arent bent. and I tried not using the dust cover, just the starnut and same issue but worse.
First, thats not a dust cover and not a star nut.
It's a race, and a headset nut/compression ring.

Second, if you're sure your cups aren't bent..
I'm thinking your crown race (thing you hammer onto the forks) or top race (what you called a dust cover) is bent.

Are you greasing your headset? Do you even have a race on your forks?

Try cleaning out your headset. Take out the bearing cage for the top cup, and roll it in circles on a paper towel to get ALL the dirt and debris out.
Then grease it.

i had the same problem when i used all stock. I just took the bearings out, clean the cups with a rag and the bearings and let them soak in 2 in 1 oil and put it all back together and it worked amazing for a really long time.
this is what i did it was just like yours now it is fine

AJ, nothings bent. and Im gonna try cleaning everything soon with oil like byron said. but for the most part the ball bearings are completely clean, two of them that I tried are actually brand new. so idk.

If you took out your cups to switch decks, and everything else you say is true, I'm thinking you definitely put the cups in crooked.
But when you say you're using brand new bearings... are you greasing them?

I never took out the cups when I switched decks, I just used my bearings, forks, bars, and wheels. but then when I put my bars and forks back in, it all started. but I kept my bearings in the xt deck and took the brand new xt bearings for my headset. so there's no crooked cups.

... XT headset bearings =/= Razor headset bearings?

And for the third time, did you grease your bearings?

I just realized something. Did you put the race that came with the FSA headset on your forks?
If you did, and then used the same race with razor stock/xt headset bearings, you may have messed up your race.

Im really confused dude. translate to my language.
The little ring you hammer onto your forks is a crown race.
Most headsets have a unique style of their ring, that fits their headset bearings.

If you used a stock pro model race with an FSA bearings, then you may have damaged your race.
And if you used an FSA race with stock bearings, you also may have damaged it.

ohh. and nope, I didnt do that.
You didn't put on the FSA crown race? Or you did, but you didn't switch it when you used the xt bearings?
I wanna help you but you're confusing me.

That little ring on top of the fork is the crown race
you need to put it on your inward fork, or the bearings hit the welds.

Aj, im just as confused as you are right now.
and Rob, I think there was one on the inward when it came. but im not sure.

The race (ring thing) that came with your FSA headset has to be installed on your fork. Slide the race down on the forktube and hammer it onto that little thing. Make sure it is all the way on. Then grease your headset. ;)
