Headset Problem

Ok,
so i got a new deck for christmas, ethic & i went to put it on. I put it all together & tightened everything but for some reason the headset wobbled. So today I was trying to fix it. I took it apart & began putting in the bearings, then the ring the tightens everything up, I noticed the even with the ring in place & the topcap on my headset was wobbly. Am I right that it should wobble with the headset installed but no compression??? So then I installed my SCS & tighted my tilt top cap as much as I could but the headset still moved. I put my bars on & tighted my SCS & the headset stilled had play! I have no idea whats wrong, please help!

sounds like you might need a spacer, jordan jasa ran tilt forks and scs on his district just fine but since he got his ethic deck hes been using a spacer

ya today i had a baby scs with tilt forks i put a extra spacer i had and my scooter is dialed as hell
