headset problems plz help

ok so im using a razor ultra pro only 2 days old everything stock besides the wheels. i decided to get a new jetblack sealed threadless headset from my local bike shop. ive taken it home removed the stock razor ultra pro cups installed the new ones. removed the old ring thingy on the fork w/e that is called and put on the new one its sitting straight and is on tight.. greased up the thread on my forks placed the top part of the headset that sits on the on the top bearing on the top bearing of course and slid my forks..i used the stock razor star nut to keep the headset tight everything was running smick rode it a whole day was so smooth headset was 100% tight i had no problems with it.. the next day i decided to buy a new double clamp just coz i wanted a green one. after installing that ive noticed my headset is loose but the bolt is still tight and if i tighten it up anymore my headset become stiff and it wont even spin a full barspin. and no matter how tight it is it still moves inside the headset when i take my bars back off and try wobble my forks they feel tight when i have it at the point where my headsets tight but still spins freely.. so i thing maybe its the clamp i then put the old stock razor clamp back on.. still same thing... i really dont no what the hell to do here i took it to the bike shop and they pretty much told me thats how they are..anyone got any ideas

Well maybe it's a bad headset and maybe u just need to find the perfect spot I between tight And loose

maybe its the way ur positioning or tightening ur clamp,cuz ur bars could jus
t be wiggling on ur fork. yes its possible. and try reassembling the headset, u might have a part on wrong or something.
