Headset Problems

I just got my retro bars today and put on a new headset. I have the ball bearings in right and the headset is on right. I can tailwhip just fine but when I try to barspin the headset locks up. One of the ball bearings is missing, would that be a problem?

Any ideas about what might be wrong?

No i used to have 3 ball bearings missing and it was fine.
Try loosening it a little and put bike grease/lube or some other lube in it
