headset wobble?

i have a stock ultra pro headset.
the top cup is loose and when i tighten it, the bars/fork wont even turn and when i loosen it, it wobbles.
idk what to do...

search it happens to every won u just got to fined the ride balance between tightness so it does not wobble but still spins
