Help with headset on district deck

Hi i recently bought a district deck and im having trouble putting on the headset. The bottom ball bearings stick and wont go in the headtube. What am i doing wrong or not seeing? Please help. thank you

Are you having trouble putting the headset cup in, or putting the bearings into the cup.

Well, District decks had some headset fitting issues, so what they said to do is sand out the headtube just enough to get the headset cup to go in.

i put my headsets in the base a little bit then put it in a vice and tighten it
