Help with my New Scooter starting-idle issue

So I was given a New-old scooter. It's a 2008 Tank Urban 150 racer, basically a gy6 clone. It has 3 miles on it, and has never been able to idle and I was told "you can have it" just I have to figure out how to fix it.

My first idea was to replace the carb with a new carb from amazon with good reviews, identical item. I could of replaced it with a bigger carb since I wanted to upgrade the scooter eventually but I held off. Still nothing...

The bike cranks but won't start. If I put a lot of carb cleaner, it'll start for about 3-4 cycles and dies. I removed the air filter, and if I put a rag in the intake, it'll start and idle sometimes.

So I'm assuming the carb is lean...do I need to rejet the carb? It's my first scooter and I've been searching a lot on the internet but figured I'd finally make a post before I start spending more money.


My goal is to be able to tug myself (230lbs) and my girlfriend (140lbs) up hills. So I'm assuming I might need some power upgrades to be able to do that.
