HIC Phoenix Suicides stuck on shim! Please Help

So i needed to take off my bars cuz my headset was loose and I stretched my clamp with 2 nickles, and then tried quarters, but they didnt work.
I stomped on my deck several times and it wouldnt work either.

My bars are stuck on my scooter and theyre the phoenix suicides with the clamp welded on it. So How the hell do i get this thing off?

Jam a hammer between the fork and the deck? How?
And I have a reventon so i dont wanna banana that shit if thats even possible ahhaha cuz ive been stomping nonstop for 15minutes and its fucking crazy...

Yeah i have the HIC version so the clamps welded on. I dont know how to isolate my fork and deck to twist my bars off because i dont wanna put it on a vice and bend my forks
 
Try putting a hammer between the fork legs, then have it jammed on the side of the headtube, then turn your bars as hard as you can. And stomping isn't going to banana a reventon ahaa.

Take the wheel off and put a Long Screw driver through the Axle holes and get someone else to twist the bars while you twist the Fork back and forth.

Trust me ronnie, unless your ronnie coleman thats easier said than done. You can't pull off my bars they're like glued on there.

Do you think wd40 would work? If i stretched the clamp, sprayed wd40 between shim and bars and try to wobble it out after 5 min of letting the wd40 sit a while

for me, my bars was like suck on the top cap, not the shim, i almost got my top cap stuck in there.

as for you, try to get some wd40 in there and put the front wheel between your feet and see if you can at least loosen it.

oh damn that happened to me once with my lucky prys but luckily the shim i was using was the plastic hic ship with the built in top cap.
