Hic problem, please help

I have a district clamp and an inward HIC set with HIC bars. I have an fsa pig dh pro headset. For some reason the bars still spin when the clamp is fully tightened. The bolts were stripped so I replaced them. What could be the problem?

EDIT: the fork I have is too short for the standard HIC bolt so I got a longer one, could that minimize the clampiness of the compression?

maybe new clamp or put the hic shim on, if yourve done both and its still f-ed tighten the compression as much as you can

Even without the clamp when you slip the bars on it usually is a tight fit. Did you experience this when putting it together. And I would say a quality clamp is essential due to being a small clamping area.

It's a tight fit in that there's no vertical movement, but it spins if you turn the bars, and wobbles if you pull on them when you stand on the scooter. I'm hopefully getting an sz camp, maybe the problem will stop. It's probly cuz the forktube is short/district clamps suck
