no, Pipe is measured by od, tubing is customizable.

"A pipe is generally measured by inside diameter or ID.(IE: You could roll a 2" golf ball through a 2" NOM pipe.) Tube, on the other hand, is measured by Outside Diameter. (So your golf ball would have the same O.D. as the 2" tube.)

you can get anythign shipped to estonia if you're willing to pay. Look up metal tubing companys in your neighbouring areas and hit them up with some tele calls.

Raw material is actually more difficult to ship since there are Import/Export taxes involved.

No supplier is going to ship out a single piece of steel tubing and deal with the Export tariffs.
