How'd i do this?

i installed my Diatech D-cup headset today
no instructions came with it, so i swag'd it
my original crown race(i think its called), would not fit with the new bearings
so i took it out and thought i installed the diatech crown race, but i think its wrong, becuase i had to use the old headset top cover, and it doesnt spin as smoothly as i thought

as you can see, i think that bottom part is supposed to go on top, but is there something i have to do to make the original crown work?

these are sealed right if so i have the same ones it looks like you using the two nuts on the forks theres the bottom on that has the crown race and the top one which is the locking nut only use that one, mine came with two small silver shims use the one that fits better on the top and dont use any thing on the bottom but on the top still use the cup cover it came with so remeber dont use the nut with the crown race on it, and if you need more help post better pictures n maybe i can help you more becase its hard to tell what the problem is PM me if you need more help

Sorry I've been looking and this isnt the same one i have its the unsealed one but i geuss you could still try this

i had to use that cuase i messed up
i got it to spin smoothly, but it wiggles like hell at the top
do i have to use the black washers things that came with it?
