i have a stock razor no mods and my bars keep on moving out of position i need help

Yep Kenny gave you the right answer.

Umm a more detailed answer...

Loosen the clamp at the bottom of the bars. Its just above the headtube. Now its loosened , put how you want your bars to be and then tighten the thing again.
