I have troubles with scs please help!!!!

Basically i got this new scooter for christmas:
District Dk2 Deck
81 custom bars
blazer compression
District v3 forks.
District integrated headset

The thing is i want to make my scooter dialed so i tighten my compression untill there is no "headrock" however when i put the bars on the headset is really stiff. So i have to loosen it a lot but there is still headrock. I was thinking about getting HIC but this scooter is a lot of money and i dont want to change it really.
Is it my headset that is the problem?
Can i put HIC shim on forks then put scs on then tighten bolt into starnut via blazer compression?
PLease help me, this was suppose to be my "Amazing scooter".

Just do it up as tight as you can. The headset needs to wear in, because it is brand new. Just spin your bars round heaps and it will start to spin faster and faster, but this is not a 5 second job. it will take a few days, possibly a week for it to wear in. Problem solved
