cane creeks suck. I've had all the problems in the world installing mine and it never ran correctly. The cups are longer if I remember but they should fit all the way in. DON'T cut them. I cut them but it wasnt perfectly staightso it went in crooked and was jamming all the time. Also threaded or threadless doesnt make a difference for headsets so thats not the problem.
Try pressing it in with a vice and washers. Should work. If not throw it in a ditch...

If it doesn't spin one or both of your bearings are upside down. Happened to me. Now i fixed it. It is tight as can be and spins like a dancing ballerina.

The bearings might not fit if you use the stock crown race. This happened to me... tried to use an richey seald headset with stck crown race;)

yeah, if you sand it, the cups will slide in, but wont stay in. will fall out since you sanded it. try to put one cup on at a time, and get a 2x4 and a hammer, hammer it down, and make sure its flush. and then move on. or get a bike shop to press it in

Yeah, use an old A or an old B headtube. Take it to a bike shop and have them put it in, if they're cool they'll do it for free, otherwise it's worth the $5.
