How far in should i put the star nut in my bars? and what is the safest way to put it in?

smack in in with either a socket or put a bolt in and hit the head of that

there are multiple threads on this subject. insert the starnut 2 inches into the bars. i used a hammer and an old razor click-in crossbar. search next time
