This happened to me today. My starnut eventually slid down to the top of my forktube, so it was resting on the top, so it didn't come loose anymore. But I guess your options are get a new starnut and try it again or something.

Theres also some headset adjuster kind of things here http://www.chainreactioncycles.com/Categories.aspx?CategoryID=204 I don't know if this would help or not. There's also this thing that used to be on danscomp, it was like a starnut that had on nut and when you tighten the starnut expands and works the same as a regular star nut. I forget the name of it, but it was posted on SR awhile ago.
None of those work for ics. those would only work for scs, baby scs, and hic.

Some companys sells compressions with to big starnuts. I tried that when I bought min long time ago on MicroScooter.org.uk.
When it's to big, it won't grip in the fork so it's eventually sliding out.
If this is your problem, you can grind the sides. But easiest thing would be to buy a new one.

put some jb weld on it. and then use locktite on the bolt to keep it from coming loose.

I just noticed that the edges on my starnut weren't very sharp, so I made them a little bit sharper on my grinder or you could use a file aswell. Then I installed the starnut in my bars and set some steel epoxy glue (JB weld would be stronger but i didn't have it) around where the starnut is, just to be extra sure it won't slide down. So you should try this aswell.
