Ok, so when I use my IHC forks, I put my clamp down to the top cap, tighten it up, and then the top cap does't spin? It just stays nugged in one spot when my forks/bars are spinning, any help? Thanks.

I'm having a hard time picturing the problem since the Clamp is on the outside of the bars- how can you see the top cap not spinning?

The Fork goes up through the head tube
Slide the IHC shim on
Install top cap bolt- it is a Top cap and bolt all in one piece.

Slide the bar clamp on the bars
install bars
Tighten clamp.
