i cant really understand what you are saying. the bars wont fit on the fork? or the fork wont fit in the headtube?

the fork fits but when you spin it it just scarpes the head tube in other words the forks to big or the forks to close to the head tube i think

Like everyone said, did you put the race on? Also, do you have an old A headtube? Did you take off the front plate of your foldy?
