Lose Fork / Headset

I recently purchased an ethic complete with legion forks and ethic headset. I have tried to rebuild the scooter following all instructions giving, the scooter will dial for a short period. The compression is very hard to tighten if that has anything to to with the problem. When using the scooter the bars wobble after use.
