any chromoly bar will rust easily. clear coat will help stop rest effectively for awhile with a few coats. every couple of months or so you will want to put another coat or two on to keep the rust off. however they will still rust on the inside of the bars where there is no clear coat.
the only way to completely stop rust is to get aluminum bars.

they wont rust on the inside unless you get water on the inside. if you take care of your scooter and dont leave it out in the rain there shouldnt be a problem. my bars and forks are both chromoly and ive ridden them for over a year, in the rain a few times, and neither of them have any rust on the inside.

Lucky bars auto-rust, they were made that way.

but really just use a few layers of clear coat, you'll be good.
