i had this problem too
like my headset was always loose
but the scs wasnt
i think the forktube may be just a lil bit too long
cause if you look closely there is a lil gap

for mine i took my french id to my local bike shop they installed the starnut for 2.50, and i used a top cap that comes with the threadless headset and i havent had a problem at all
