Need help how to stop having movement in my headset.

My fork and headset move some and i can tell its from the top piece of the headset that holds it on.. Can someone like give me some advice or something so theres no movement between them.

tighten the fork bolt and the one underneath ( the fat big one) untill it spins good and doesnt rattle too much

tighten it till it barely turns without the bars but you can still spin it in a full 360 then put your bars and clamp(s) on and tighten them and yours bars give it more momentum to spin
