Why, it's exactly the same as the normal ms 130b except its anodized black

Probably, but no one rides stock wheels anyway.
And I think normal JDs come with those wheels anyway, I know Tom's did.

Anodizing is sort of like dying metal, like paint except it wont chip or anything.

It's like an alternative to paint or powdercoat, except it actually colours the metal, instead of putting a coat of colour around the outside.

they dip it in this dye and then send like an electrical currnet through the dye and it jus like connects to the metal
