New Scooter?

So I'm getting a scooter for my friend for his b-day. He is amazing at scooting. I want to get him the absolute top of the line scooter possible, it doesn't have to be the most expensive, but just like the "best".... I have No Price Limit! So what's the "best" parts... All parts , including bearings, grips, brakes , nuts and bolts, all of the parts

Rad bars if you want wider bars and heptrons if you want a bit smaller
Get whatever grips you like
clamp i would suggest a tilt scs or a proto/tilt double clamp if you are going to ride hoc
for headset i would go for a tilt
forks i would say that either the tilt nimbus or the legacy is the best.
In my experience, the best wheels that i have ridden is Lucky tens
For deck i think you should buy a TSI, if you want a wider deck get a sledgehammer, if you want standard width get a hemmer head.
Hella grip is the best grip so get that.
