I got a brand new Razor Pro the other day, and have been trying to rip it up for the past few hour, but I've noticed one thing:

when my steering bar reaches a certain pivot point (in this case, when the wheel is pointed directly forward), it sort of sticks or grinds slightly.

Normally I wouldn't care about this, but I think it's slowing down the rotation of my tailwhips and causing me to underrotate.

Is this normal? What could I do to fix this?

yes itsa normal. you need to break it in (ride it untill it gets less stiff), or loosen it a bit. or clean it up and put 3in1 oil.

Yeah, I suspected it'd wear down enough to turn smoothly, but I didn't know if that was normal or a defect.

One reason might be is because some pro model head tubes are cut slightly off at where the headset cups go in the actual head tube.
