It says in the article you get life in jail for doing sexual stuff with a 13 year old or younger. I think that qualifies.

killing him quick is a nicer punishment than making him sit in an empty prison cell with nothing to do for the next 50 years imo. i'd rather die than sit around bored for the rest of my life in jail
